Professor Dr. Ali Ghufron Mukti is committed to research in the fields of epidemiology, health insurance, managed health care and health financing and is an international expert with more than 40 journal publications. He has been a consultant for Askeskin and Jamkesmas (National Health Insurance for the poor). He was then given the mandate as chairman of the task force for preparations for the implementation of the Indonesian Social Security Administering Agency or better known as BPJS.

He was Deputy Minister at the Ministry of Health in 2011, and then Acting Minister of Health in 2012. Some of his academic positions include Head of the Public Health Department, Director of the Gadjah Mada Medical Center (GMC), and Director of the Gadjah Mada Public Health Postgraduate Program majoring in Health Financing and Health Insurance Management at the Faculty of Medicine, Gadjah Mada University, Yogyakarta.
